Joyce was appointed as a Commissioner for the Port of Krotz Springs in January, 2021 by the Town of Krotz Springs. She sits in the seat that was held by her late husband, James Soileau, who served as a Commissioner at the Port for Krotz Springs for 25 years.

She is a 1958 graduate of Melville High School.

Joyce is now retired having worked for the St. Landry Parish School Board. She was the School Secretary at Krotz Springs Elementary from 1970 – 2004.

She is a lifelong parishioner of St. Anthony of Padua Catholic Church in Krotz Springs, where she is a member of the Ladies Altar Society.

She is the proud mother of two and proud grandmother of six.
